Obama to Speak as World Mayors Sign Chicago Climate Charter

At a conference of mayors in Chicago, Mr. Obama congratulated himself Tuesday for strong employment numbers in the USA this year, saying his climate-change policies have contributed to growth.

Obama didn't mention Trump by name, saying only that the USA was in an "unusual" position as the sole country to reject the Paris agreement.

While the Chicago charter calls on participating cities to set their own standards to reduce emissions, it's not clear whether such local action will be able to offset federal shortcomings or how local governments will be held to their commitments.

"Each mayor is going to sign their own customized plan on how they are going to achieve the 2025 Paris Agreement", Chicago Mayor Rahm Emanuel, who is hosting the climate summit, told USA TODAY.

Although cities leaders believe their collective efforts can help the US meet the previously-agreed upon benchmark, Biskupski said that the municipal officials need federal commitment on stemming climate change.

Obama talked about the lack of USA leadership on climate issues in Paris on Saturday. His decision marked a major setback to worldwide efforts to combat climate change and placed the U.S.in opposition to the stance of some of the country's closest foreign allies.

Among the non-U.S. mayors attending are the mayors of Montreal and Mexico City.

Chicago officials are billing the North American Climate Summit Chicago as the first of its kind in the city. "This is my hometown, so I hope Rahm has been as good of a host as he was a chief of staff, and as good as he has been a mayor", Obama said.

The agreement requires the cities to track and publicly report city emissions, advocate for greater local authority and flexibility to take aggressive action on climate, and incorporate the realities of climate change and its impacts into local infrastructure and energy planning.
