Kang and Japanese Foreign Minister Taro Kono discussed her possible visit during a telephone conversation two days earlier over North Korea's long-range missile launch, and agreed to have their ministries arrange detailed schedules of the visit, according to sources.

A Honolulu-based newspaper said a missile launched in North Korea could reach Hawaii within 20 minutes.

North Korea said the missile fired on Wednesday, which it said reached an altitude of about 4,475km - more than 10 times the height of the International Space Station - carried a warhead capable of re-entering the Earth's atmosphere.

The US's ambassador to the UN, Nikki Haley, on Wednesday said that the US was not seeking war with North Korea but that the latest launch "brings us closer to war".

"The Americans should explain to all of us what they are trying to do - if they want to find a pretext for destroying North Korea they should come clean about it, and the American leadership should confirm it", he told reporters.

Separately, the council will meet to discuss human rights abuses in North Korea on 11 December.

The US has repeatedly said that it will not accept North Korea as a nuclear power and that it will consider military intervention to stop it.

Mr Xi said China would like to keep up communications with the United States and all other related parties and "jointly push the nuclear issue toward the direction of peaceful settlement via dialogues and negotiations", according to Xinhua.

The months-long nuclear standoff between Kim and Trump has fueled concerns of another conflict, but even some Trump advisers say United States military options are limited when Pyongyang could launch an artillery barrage on the South Korean capital, Seoul, which is about 50km from the border and home to 10 million people.

As Paul Bracken, a professor of political science at Yale, told Business Insider, Trump has "been reasonably effective" in isolating North Korea and rallying support for sanctions internationally. "The major supplier of that oil is China".

But Mike Elleman, a leading missile expert, wrote on 38 North, a website for North Korea analysis, that despite the missile's size it still probably couldn't send a heavy nuclear warhead as far as the US's east coast.

"The Chinese Envoy, who just returned from North Korea, seems to have had no impact on Little Rocket Man", Trump wrote.

Speaking in Missouri, the USA leader derided Mr Kim, describing him as a "sick puppy" and "little rocket man".

"The Trump team is begging for a nuclear war by staging an extremely risky nuclear gamble on the Korean Peninsula", he said.

Later, addressing a Rome conference, Lavrov said Russian Federation and the United States both wanted North Korea to disarm, but said Washington would send a bad message if it walked away from a 2015 nuclear deal with Iran.
