Her body was later found more than 300 miles away in North Carolina.
According to the court document, co-workers told investigators that Brown could be seen frequenting the area where Billie worked, day and night.
Billie was seen wearing dark clothing when she entered the base around 5 a.m.
Billie was reported missing September 18 when she failed to show up for work at a restaurant on the Navy base in Norfolk, Virginia.
A criminal complaint says Billie's body was found a few hundred yards from Brown's childhood home. Her vehicle was seen leaving the base a short time later but it was unclear if Billie was inside.
He faces life in prison if he's convicted. One coworker said that Brown made references to Billie's body and made a sexually explicit comment to her, according to court documents.
The FBI and Blimpie offered $20,000 reward at the time for information in that would lead to finding Billie.
Her cell phone was found in a dumpster in Norfolk, while her vehicle was found in the Ocean View area.
Billie grew up in Prince George's County and moved to Virginia Beach to study culinary arts, as she was an aspiring chef. He had access to area bases, and investigators believe he is homeless and lived - at least partially - on the Navy bases. Multiple news outlets, citing court documents, reported that Billie's trousers were found in her auto with dirt on them.
An arrest has been made in the abduction of 19-year-old college student Ashanti Billie. They say Brown's web search history on his phone after Billie's disappearance includes phrases like "police looking for man", "missing woman and baby", and "missing woman and man".
